[Github Action]修复项目CI脚本构建失败问题

1.更改构建包管理工具为yarn
2.由于缓存的需要添加yarn.lock文件
3.删除没有用到的依赖javax.xml.bind.Element

更新core-js版本至最新后,前后端都能编译成功
